In "Design Issues", Tim Berners-Lee stated that "to make the data be effectively linked, someone who only has the URI of something must be able to find their way to the SPARQL endpoint." Today, this is still not possible in a canonical way. This video presents different strategies for discovering SPARQL endpoints for a given URI, as well as implementing a web service to provide automatic resolution of URIs to SPARQL endpoints.
